Democracy, an independent breeding organisation – a pipe dream at the FOAG!

Thoroughbred horse breeding in Switzerland is stuck in the past.

The Head of Department, the Hardesvogt, responsible for thoroughbred horse breeding at the Federal Office for Agriculture (BLW), Horse Breeding Ordinance Division, C. Stricker, is in a state of commercial rigidity, a rigid, obstinate stance – catalepsy.

This leads him to assume that his interpretation of the Horse Breeding Ordinance, supported by his entourage and his claim to represent the legislative branch as the lawmaker and the executive branch as the executive authority – is the definitive definition.

The nomination of the Haflinger breed breeding representative by the Swiss Haflinger Association (SHV) is, due to his activities – the breeding organisation being the organisation maintaining the original stud book – A.N.A.C.R.Ha.I. with an open stud book – deemed insufficient.

The umbrella organisation, Haflinger-Pentagon Sàrl-GmbH, is statutorily responsible for representing the Haflinger horse breed for three UZB organisations and five departments/sections, as evidenced by the breeding programme of the Haflinger Horse Breeding Association of Tyrol (HPT).

The position of authority and the manner in which horse breeding is to be conducted must remain within the remit of the original studbook-keeping organisations.

The delegation of state authority by state-appointed ‘experts’ has long been a thing of the past, at least since 1998 – that is, almost 30 years ago!

Those stuck in the past, the profiteers seeking to preserve the state apparatus against whom there is apparently no remedy, are required to settle the operational losses caused by means of compensation claims.

Haflinger-Pentagon Sàrl-GmbH, the umbrella organisation for Haflinger horse breeding organisations outside the organisations maintaining the original stud books: HPT – A.N.A.C.R.Ha.I. – FN, aims to preserve the diversity of the ‘Haflinger’ breed and, through the Breeding Association Regulations (ZVO), to confirm the origin and affiliation to the relevant section with the Certificate of Origin and the alphanumeric UELN as the foal’s unique identification number, making this information globally accessible via the digital database and confirming the breed’s affiliation to either the closed or open studbook.

The BLW’s refusal to recognise the Breeding Association Regulations (ZVO) in accordance with the HPT breeding programme, and the claim put forward to justify Christian Stricker’s dogmatism, does not correspond to the facts in a single instance.

His claim that a horse breed originating after 1949 cannot be recognised as a Swiss breed! IS FALSE!

The Certificates of Origin are pedigree documents! THIS IS FALSE!

The alphanumeric life number UELN was lawfully withdrawn from and replaced by Identitas AG from 2011 onwards with the number 756018 – THIS IS FALSE!

The completely revised Horse Breeding Ordinance of 1 January 2026 complies with the international guidelines issued by the EU – THIS IS FALSE!

The claim that recognition as an umbrella organisation for breed breeding must be submitted to the BLW following an application for recognition as an organisation is incorrect.

The correspondence used to date lacks the expertise of horse specialists – the ability to make sound judgements regarding the complexity of the terminology surrounding horse breeding matters at the Federal Office for Agriculture (BLW).

The absence of an animal breeding authority or animal breeding council in Switzerland is regrettable, but one must be established as soon as possible.
