The => Haflinger <= breed horse breeding organisation: The umbrella organisation Haflinger-Pentagon, Sàrl-GmbH, considers that Christian Stricker, Head of the Horse Breeding Organisations Division at the Federal Office for Agriculture (BLW), is not competent to issue regulations on purebred horse breeding in the NAME of the state executive power, the executive authority of the state.  [Christian Stricker’s lack of competence]

Christian Stricker and his entourage not only claim the executive power of the state [2/ the executive]; he and his entourage also, on the platform of the legislature [1/ the legislature], command the legislative power, together with the judiciary [3/ the judiciary] and the administration of justice — claiming absolute power for themselves. It couldn’t get any worse! Pure arrogance, typical of the anachronist Ch. Stricker. [The branches of government: 1/ the legislature, 2/ the executive, 3/ the judiciary]

=> Christian Stricker’s appointment as Head of Department and regulator of horse breeding at the Federal Office for Agriculture (BLW) is to be revoked and suspended with immediate effect. [Withdrawal of appointment on grounds of lack of competence]

The Sisyphean task, the futile effort, the fruitless squabbles that never lead to a resolution – all caused by a dogmatic and unyielding, stubborn— an arbitrary regime that demonstrably would never stand up to scrutiny, something which has been demanded several times and rejected every time!

[Useless effort, nothing but work, never any meaningful results]

The fear of facts and the belief that it will be impossible to take a department head to court because his sleaziness and his art of twisting the law are displayed so professionally that his assertions — in the knowledge that an investigation can be prevented — leave no room for correction.

=> The allocation of the life number for pedigree horse breeding by the TVD Animal Movement Database is fraudulent, does not comply with legal requirements and cannot and must not be designated as a life number for foals of a recognised breed, i.e. as a UELN (Universal Equine Life Number). This is TVD No. 756-018 from the Animal Movement Database Identitas AG.

The alphanumeric UHLN — Universal Haflinger Life Number — issued by the umbrella organisation Haflinger-Pentagon, Sàrl-GmbH, distinguishes breed affiliation into five divisions or sections, which is essential for entry into the stud book — from which the parents originate — and is also required upon admission to the mare book at the age of 3. Any refusal to accept a mare for registration due to the presence of foreign blood in the generational check will result in legal action against the responsible authorities! (BLW – Christian Stricker will be held accountable for the failure to register. In other words, The buyer-breeder of a foal is firmly convinced that they have acquired a homozygous foal with no Ox-Arab foreign blood in its pedigree — without any unlisted crossbreeding. Art. 1.3 Breeding Programme HPT.)

=> An anachronism propagated by BLW department head Christian Stricker: a social structure without state authority, no legal compulsion. Unthinkable for the umbrella organisation Haflinger-Pentagon Sàrl-GmbH.

=> Thanks to his appointment as Head of Department! — it is merely the opinion of his entourage, and naturally his own as well, that acts as an advisory body with disastrous consequences, which — if he follows it — enables Christian Stricker to deny the organisation recognition! Research assistant. What is her area of expertise?

See: Application for recognition as an organisation in accordance with Section 2: Recognition of equine breeding organisations, and the hypocrisy surrounding the demand for recognition as the umbrella organisation for a purebred horse breeding organisation. This should be a mandatory requirement for all three Swiss horse breeds!

Freiberger, Warmblood and Haflinger all have different associations that maintain studbooks. Even the initial registration of a NEW horse breed, e.g. => INDIOS <=, completed on 7 October 2025, approved/submitted on 12 August 2025, has not yet been confirmed by the national authority. Whoever is responsible?

Switzerland’s new horse breed celebrates its birthday on 12 August 2026. The horse breed with a dual assessment system: 1× conformation and 1× behaviour, specifically its sociability towards Homo sapiens — suitability. ‘The riding horse in the wild’. Test site no. 5418 in the municipality of 3186 Düdingen.

● 3 — from the perspective of BLW Division Head Ch. Stricker

The BLW does not allege that Haflinger-Pentagon Sàrl has breached the Animal Breeding Ordinance (referred to in your letter as the ‘Horse Breeding Ordinance’). Accordingly, from the BLW’s perspective, there is no grounds for issuing a decision that would address such allegations. In particular, Haflinger-Pentagon Sàrl does not require recognition by the FOAG either as an umbrella organisation or as a representative of the organisations maintaining the studbooks of origin. The FOAG has not imposed any conditions on Haflinger-Pentagon Sàrl nor has it restricted its activities in this area.

● 4 — Scoring is not enough: new requirements — Federal Council

Points system is not enough

The comprehensive revision of the Animal Breeding Ordinance has been adopted as part of the AP 22+ and, according to the Federal Council, places breeding programmes at the centre of support measures. Whilst breeding organisations are ‘largely free’ to design these programmes, the Ordinance sets out the guiding principles: It must be ensured that the breeding programmes demonstrate ‘appropriate effects in the areas of economic efficiency, product quality, animal health and welfare, resource efficiency and the environment’.

New requirements

Furthermore, the Federal Council wants to see a more scientific approach to animal breeding. It does not consider scoring as a means of recording breeding traits or genetic evaluation as an assessment method to be sufficient, as the methods must meet technical, international and scientific requirements. This includes confirmation of training, for example as a recognised equine breeding geneticist.

No longer for PSR

In future, there will be no more subsidies for sport horses, meaning that the Freiberger would be the only equine breed in Switzerland supported by the federal government. Sport horses would, at most, contribute indirectly to sustainable agriculture, according to the Federal Council’s reasoning. This is unlikely to be disputed, although the same cannot be said to the same extent for the restriction of financial aid to breeding organisations. This means that grants for the work of other organisations involved in conservation breeding would be discontinued — notably including Pro Specie Rara (PSR). ‘Without the involvement of a breeding organisation, it is virtually impossible to implement the results of a conservation project,’ the explanatory memorandum states

 

● 5 — Application for recognition as an organisation under the Animal Breeding Ordinance (TZV) of 31 October 2012; SR 916.310 is no longer valid! The => Completely Revised Horse Breeding Ordinance, which has been in force since 1 January 2026, is not being implemented by Christian Stricker, Head of Division at the Federal Office for Agriculture (BLW). Or rather, it still requires compliance with the ‘Animal Breeding Ordinance (TZV) of 31 October 2012’ in the year 2026. <=

Evidence of this can be found in Annex 5: the accreditation form still issued by the FOAG in 2026, which is explicitly based on the ‘Animal Breeding Ordinance, TZV of 31 October 2012’ (version of 24 August 2018) — and thus on a basis that has no longer been valid since 1 January 2026.
