⇒ According to the Animal Breeding Ordinance, the Head of the Department for Animal Products and Animal Breeding at the Federal Office for Agriculture (BLW), Ch. Stricker, the Head of the Animal Products and Animal Breeding Division at the Federal Office for Agriculture (BLW), he can only approve the umbrella organisation ‘Haflinger-Pentagon, Sàrl-GmbH’ as a breeding organisation; the term ‘umbrella organisation’ does not exist in the vocabulary of the Animal Breeding Ordinance, which means he cannot do what does not exist. What a shame

⇒ Therefore, the horse breed ⇒ Haflinger ⇐ comprises the three breeding organisations – HPT, ANACRHAI and FN – each of which can only be approved as an independent, state-recognised breeding organisation on an individual basis.

⇒ The organisation maintaining the original stud book: ANACRHAI in Switzerland, represented by the Swiss Haflinger Association (SHV), is undisputedly state-recognised.

⇒ The breed organisation maintaining the original stud book: HPT – Haflinger Horse Breeding Association of Tyrol, and the organisation maintaining the original stud book in Germany, FN, are, for better or worse, discriminated against – an untenable situation in the NAME of the Federal Council as a whole and the Head of the Federal Department of Education, Research and Innovation, Guy Parmelin.

⇒ The Head of the Horse Breeding Regulations Unit is highly qualified in his field of training. In the area of temperament testing, however, he is a failure, with the assessment ⇒ ‘test failed’. ⇐

⇒ No polemic – an unobjective attack, a scientific dispute, directed at individuals and their entourage; the introduction of the temperament test as head of an autocracy operating within the specialist area of thoroughbred horse breeding is long overdue.

The threat of a proposed order against the umbrella organisation Haflinger-Pentagon, Sàrl-GmbH – which was demanded as a contestable measure – is, as it is worded, not enforceable before the Federal Administrative Court. A mishap, an unfortunate turn of events?

It’s enough to make you tear your hair out!
